Directs the Secretary of Health, Education, and Welfare to study over a five year period the feasibility of establishing within the old-age, survivors, and disability insurance program of the Social Security Act a sabbatical plan under which an individual may receive a full year of retirement benefits (without regard to age) at any time after completing forty quarters of coverage. Authorizes the conduct of a pilot program embodying such plan. Instructs the Secretary to consider: (1) the social and psychological benefits to recipients of such a program; (2) the economic and reemployment disadvantages; and (3) the costs and possible funding of such a program.
Authorizes necessary appropriations for carrying out such study and pilot program.
