Imposes a one-year moratorium on the submission of recommendations to the President regarding wilderness area designations within the State of Utah. Directs the Secretary of the Interior, within six months after the date of the enactment of this Act, to review the recommendation made by him under the Wilderness Act regarding the Zion National Park Wilderness Area.
