Emergency Jobs Act - Authorizes to be appropriated such sums as are necessary to permit the Secretary of Labor to make financial assistance available for the purpose of providing transitional employment for unemployed persons in jobs providing needed public services, and training and manpower services.
Makes $1,000,000,000 available for the purposes of this Act for obligation in any twelve-month period in which the national rate of unemployment exceeds 4 1/2 percent for three consecutive months, and an additional $1,000,000,000 for every increment of one-half percent over 4 1/2 percent not to exceed a 6 percent unemployment rate.
