Authorizes the Secretary of Commerce, under the provisions of the Fish and Wildlife Act of 1956, to make loans to United States fishermen to cover the costs of damages to their vessels and gear by foreign vessels.
Requires the Secretary of Commerce to establish within the Department of Commerce a United States Fishing Vessel Claims Commission which shall: (1) investigate each incident as a result of which a loan is made; and (2) upon determining in any such case that the owner or operator receiving such loan was not at fault in causing the damage involved, cancel repayment of such loan and refund any principal and interest payments made thereon prior to such cancellation.
