Establishes a fuel stamp program which will provide up to twenty-five dollars worth of fuel stamps per month to low-income elderly households to help meet fuel costs incurred by such households.
Requires each State desiring to participate in such a program to submit for approval a plan indicating the method of operation of the program in such State.
