Directs the Secretary of Agriculture to make payments to any owner of cattle in Ferry and Okanogan Counties in Washington whose cattle were stricken with DDT and thereby became unmarketable as a result of the spraying of such insecticide by the United States Forest Service between June 9, 1974, and July 25, 1974. Specifies the procedures for the making of such payments, requiring that they may only be used to purchase feed for the cattle while they remain unmarketable.
