A bill to amend the Bilingual Education Act with respect to the qualification of schools in which programs under such act may be carried out.

Authorizes grants to schools for planning and taking other steps leading to the development of programs designed to meet the special educational needs of children of limited English-speaking ability pursuant to the Bilingual Education Act.

Provides for the making of grants to schools for the establishment, maintenance, and operation of programs, including acquisition of necessary teaching materials and equipment, designed to meet the special educational needs of children of limited English-speaking ability.

Removes the following restriction on the ability of schools to receive such grants; that the schools must have a high concentration of children of limited English-speaking ability: (1) from families with incomes of below $3,000 per year; or (2) from families receiving payments under a program of aid to families with dependent children under a State plan approved under title IV of the Social Security Act.
