A bill to authorize $2,500,000 to be appropriated to the Winston Churchill Memorial and Library.

Authorizes the Secretary of the Treasury to make grants in the amount of $2,500,000 to the Winston Churchill Memorial and Library in the United States, located at Westminster College, Fulton, Missouri, for the construction of education facilities at such memorial and library, to honor Sir Winston Churchill. Authorizes appropriations not to exceed $2,500,000 to carry out the provisions of the act.
