A bill to clarify the right of States and local subdivisions to provide for domestic preference in acquiring materials for public use.

Makes it a valid exercise of a States's police power to provide for the domestic preference for articles, materials or supplies acquired for public use by that State or any of its political subdivisions, and provides that such act shall not constitute an encroachment upon the power of the U.S. Government over foreign commerce.
