A bill to amend section 921 of title 18 of the United States Code to add a definition of "convicted".

Provides that the definition of convicted under the Federal Criminal laws shall not include a final judgment which has been expunged by pardon, reversed, set aside, or otherwise rendered migratory. (Adds 18 U.S.C. 921(a)(21))
