Provides that all portions of the National System of Interstate and Defense Highways be free from tolls by the time the last segment of that system is completed in 1979.
Provides for equitable reimbursement from the Federal Highway Trust Fund to each State having a highway, bridge or tunnel incorporated into the Interstate System. Provides that such payments shall be made in four equal annual installments starting with the 1975 fiscal year.
Provides that the basis for reimbursement on toll facilities shall be 90 percent of the estimated 1979 depreciated value of each facility based on original construction costs plus the cost of all subsequent improvements minus the amount of the total principal paid on the bonded indebtedness of the facility as of June 30, 1979.
Provides that the basis for reimbursement on toll-free facilities shall be 90 percent of the estimated 1979 depreciated value of each facility based on original construction costs plus the costs of all subsequent improvements which shall be based on the non-Federal-aid financing of the project.
