Prohibits interference with the right of any officer or employee of the Postal Service to have direct oral or written communication with a Member of Congress or with any committee of Congress on an unofficial and informal basis in connection with the employment of such officer or employee or pertaining to the Postal Service
Forbids the Postal Service from taking any disciplinary action or discrimination against any officer or employee due to such communication.
