National Outdoor Recreation and Wilderness Trust Fund Act - Provides that the repayment of delinquent foreign debts, shall be used for the establishment of the National Outdoor Recreation and Wilderness Trust Fund to be used by the Secretary of the Interior to acquire land and waters for national outdoor recreation and wilderness areas.
