Authorizes the Commissioner of Education to make grants to local educational agencies to plan, develop, and conduct courses dealing with the constitutional rights of individuals, judicial procedure, and police and other law enforcement procedures and problems. Specifies that such studies shall include treatment of: (1) the judicial system of the United States, (2) the role of citizens as jurors, (3) the law enforcement relationship between police and citizens; and (4) other police-community relations and law-enforcement problems.
