Empowers the chief judge of the United States District Court for the District of Columbia to appoint a Navajo-Hopi Board of Arbitration to provide for the settlement of the relative rights of the Navajo and Hopi Indian Tribes in specified lands on Navajo and Hopi reservations.
Provides for the compensation of Board members. Authorizes the Board to request from Federal agencies any information, personnel, services, or materials necessary to carry out its functions. Authorizes appropriations of $500,000 for expenses of the Board.
Sets forth the procedure for the Board to follow in mediating the conflicting interests of the Navajo and Hopi Tribes. Directs the Board to select, in its discretion, that offer of the parties which it deems to be most reasonable and equitable in light of the law and circumstances.
Provides guidelines which the Board shall take into consideration in reaching the settlement.
Authorizes appropriations of $16,000,000 for the purpose of this Act, including: (1) resettlement and rehabilitation of individuals or family units; (2) purchase of improvements of individuals or family units subject to resettlement; (3) purchase of in-lieu lands; and (4) any compensation which may become payable under this Act.
