Authorizes the Librarian of Congress to establish and conduct seminars for freshman members of the Congress in two similar series. Schedules the first one for November 15 until Thanksgiving in each year that a general election for the House of Representative is held. Schedules the second series for between December 1 and December 15.
Authorizes the Librarian of Congress acting through the Director of the Congressional Research Service, to prepare a curriculum for the series of seminars under this Act.
Allows each person attending seminars expenses for travel, accomodations food.
Authorizes necessary appropriations to carry out the provisions of this Act.
