Allows the Administrator of General Services to convey or dispose of, to any State, political subdivision, municipality, or public district, without monetary consideration to the United States, surplus real or personal property which is essential, suitable, or desirable for the development, improvement, operation, maintenance, or use of a public port. Specifies terms, conditions, reservations, and restrictions under which such surplus property may be disposed of. (Adds 50 U.S.C. App. 1622 (i))
