Provides that any person who is engaged in any activity which affects interstate commerce and who is responsible for any pollution of air or water or for the creation of any unreasonable noise shall be subject to liability in monetary damages, injunction, declaratory judgment, or other appropriate relief in a class action brought by any person representing the interest of a group or class of persons whose lives, safety, health, property, or welfare has been endangered or adversely affected in any way by such pollution or noise.
Provides that the United States district courts shall have jurisdiction of class actions brought under this Act without regard to the amount in controversy.
States that the remedies provided by this Act are in addition to any other remedies which may be available, and nothing in this Act shall be held to preempt or otherwise interfere with any Federal or State law.
