Creates a presumption that a person who voluntarily agrees to travel with another to a particular destination, but does not arrive at such destination after a reasonable period of time, is inveigled or decoyed, for purposes of the criminal prohibitions against kidnaping. (Adds 18 U.S.C. 1201(d))
