Establishes within the Department of the Interior and the Department of Agriculture a Youth Conservation Corps.
Specifies that the Corps shall consist of young men and women between the ages of 15 and 19 whom the Secretary of the Interior or the Secretary of Agriculture may employ without regard to civil service classification regulations for the purpose of developing, preserving, and maintaining the lands and waters of the United States.
Outlines the functions of the Secretary of the Interior and the Secretary of Agriculture under this Act.
Provides for a program of grants to the States to assist them in meeting the costs of this Act.
Requires the Secretaries of the Interior and Agriculture to prepare a joint report to be annually submitted to the President and Congress.
Authorizes the sum of $150,000,000 for each fiscal year to carry out the purposes of this Act.
