Requires the Secretary of Agriculture to, beginning in 1978 and every fifth year thereafter, take a census of agriculture which shall relate to the year immediately preceding the taking thereof.
States that the Secretary shall, in conjunction with the census of agriculture directed to be taken in 1978 and each tenth year thereafter, take a census of irrigation and drainage.
