A resolution creating a select committee to conduct a full and complete investigation and study of transportation problems in the United States.

Creates a Select Committee in the House of Representatives to conduct a full and complete study of transportation problems in the United States, including: (1) their causes, extent, and effects; (2) the adequacy of current machinery and procedures of the Congress and the executive branch pertaining to the solution of such problems; and (3) comprehensive measures to assure Federal support for each mode of transportation based on the relative need for such support in order to achieve a balanced transportation system, including proposals to extend the use of the Highway Trust Fund to rail mass transit and to establish a general Transportation Trust Fund to replace the Highway Trust Fund.

Authorizes such committee to hold hearings and request the attendance of witnesses and the production of documents. Requires a report to the House on the results of the study as soon as practicable during the present Congress.
