Establishes a Committee on Environment in the House of Representatives, consisting of 25 members.
Provides that such Committee shall deal with all measures relating to the quality of the physical environment of the United States and its possessions, including: (1) water quality; (2) air quality; (3) weather modification; (4) waste disposal and management; (5) pesticides and herbicides; and (6) acoustic problems.
