Congressional Budget Control and National Priorities Act - =Title I: Submission of the Budget= - Provides that the Budget of the United States Government transmitted to the Congress by the President for the fiscal year 1978, and each fiscal year thereafter, shall be organized so as to include a presentation of budget authority, proposed budget authority, outlays, proposed outlays, and descriptive information in terms of: (1) the hierarchy of national needs; (2) agencies' programs directed at meeting each need or part thereof; and (3) basic program steps to execute each program.
Directs that each agency: (1) shall develop its budget plans in accordance with the portions of the hierarchy of national needs for which it has assigned responsibility, and shall clearly delegate these responsibilities between the agency's component organizations, and (2) shall relate all its programs to assigned national needs, shall organize each program by four basic steps (as prescribed under this Act), and shall present to the Office of Management and Budget information relating to the program step then being executed and for which budget authority and outlays are being requested.
Sets forth effective dates for each of the various required provisions of this Act.
=Title II: National Goal and Priorities= - Establishes the Office of Goals and Priorities Analysis within the Congress. Provides for the joint appointment of a Director and Assistant Director for the Office by the majority leader of the Senate and the Speaker of the House of Representatives, to be confirmed by a majority vote of each House. Requires the Director to submit to the Congress on or before June 1 of each year a national goals and priorities report. Specifies the required contents of such report.
Authorizes and directs each department, agency, and instrumentality of the executive branch of the Government to furnish to the Office such information as the Director considers necessary to carry out the functions of the Office.
Directs the Comptroller General of the United States to furnish to the Director copies of analyses of expenditures prepared by the General Accounting Office with respect to any department or agency in the executive branch.
Directs the Office of Management and Budget to furnish to the Director copies of special analytic studies, program and financial plans, and such other reports as may be required under the planning-programming-budgeting system.
Provides that the Joint Economic Committee of the Congress shall hold hearings on the national goals and priorities report and on such other reports and duties of the Office as it deems advisable.
