Prohibits the sale of naval vessels of over 100 tons to another nation unless the Chief of Naval Operations certifies that such vessel is nonessential to the defense of the United States.
Prohibits the sale, lease, loan, transfer, or other disposal of such vessels to another nation until after 30 days from the submission of a report on such transaction to the House Armed Services Committee.
