Provides that original appointments in the Regular Army may be made in the grades of second lieutenant through colonel in the Army Corps or Army Medical Specialist Corps from qualified persons who have not passed their thirtieth birthday. Permits the maximum age to be increased by the period credited to an appointee for the purpose of determining grade, seniority or eligibility for promotion. (Amends 10 U.S.C. 3291)
