Declares, under the Export Administration Act, that it is the policy of the United States to: (1) encourage multilateral arrangements to insure all participants of reasonable and nondiscriminatory access to supplies; and (2) further, through international trade negotiation, the evolution of international institutions and rules which promote freer and more equitable world trading practices. Requires that specified reports under such Act contain a description of the progress being made in international negotiations regarding rules and arrangements affecting access to supplies and export policies and practices of foreign governments.
