Education of the Handicapped Amendments - Expands, under the Education of the Handicapped Act, the definition of "handicapped children" to include children with specific learning disabilities. Adds a definition for the term "severely handicapped children".
Excludes costs for the construction of structures from those costs which are allowed under such Act. Authorizes appropriations for the resource demonstration program, innovation and development, professional development, and for severely handicapped children's services and centers.
Consolidates the discretionary authorities presently contained under the Education of the Handicapped Act into four new authorities, resource demonstration, innovation and development, professional development and centers and services for severely handicapped children.
Authorizes the Commissioner of Education to make grants or contracts to provide for the dissemination of materials and ideas based on existing techniques and technologies for providing educational and related services to handicapped children. Establishes a special emphasis for programs aimed at the early childhool education of such children.
