Prescribes regulations governing the implementation of social service programs for families and children and for aged, blind, or disabled individuals. Provides that the basic rate of Federal financial participation for family services and adult services shall be 75 percent provided that the State plan meets all the applicable requirements of this part and is approved by the Social and Rehabilitation Service.
Stipulates that total Federal financial participation for family services and adult services provided by the 50 States and the District of Columbia may not exceed $2,500 million for any fiscal year, alloted to the States on the basis of their population.
Sets forth provisions governing the organization and administration of each state program.
Requires that advisory committies on social service programs and day care services must be established at the State level and at local levels where the programs are locally administered.
Provides that each state must provide systems for fair hearings, the presentation of grievances, and appeals.
States that each State plan must provide for State level service staff to carry responsibility for: (1) Planning the content of the service programs, and establishing and interpreting service policies; (2) Program supervision of local agencies to assure that they are meeting plan requirements and State policies, and that funds are being appropriately and effectively used; and (3) Monitoring and evaluation of the services programs.
Requires that each State must, under the Family Services program, provide to each appropriate member of the Aid to Families with Dependent Children assistance unit the mandatory services and those optional services the State elects to include in the State plan, and must, under the Adult Services program, provide to each appropriate applicant for or recipient of financial assistance under the State plan at least one of the defined services which the State elects to include in the State plan. Sets forth a listing of the required services, including family planning services, foster-care services for children, protective services for children, and child care services which are employment or training related.
Stipulates that if a State elects to provide services for additional groups of families or individuals, the State plan must identify such groups and specify the services to be made available to each group.
Defines all mandatory and optional services under the Family Services program and the Adult Services program.
Sets forth provisions governing services which are purchased from other State or local public agencies, from non-profit or proprietary private agencies or organizations, or from individuals.
Provides that federal financial participation will not be available in expenditures for subsistence and other assistance items or for medical or remedial care or services, except: (1) for subsistence and medical care when they are provided as essential components of a comphrensive service program and their costs are not separately identifiable, such as, in a rehabilitation center, day care facility, or neighborhood service center; (2) for medical and remedical care and services as part of family planning services; and (3) for medical diagnosis and consultation when necessary to carry out service responsibilities; for example, for recipients under consideration for referral to training and employment programs.
Lists items for which federal financial participation is available, including: (1) Salary, fringe benefits, and travel costs of staff engaged in carrying out service work or service-related work; (2) Costs of related expenses, such as equipment, furniture, supplies, communications, and office space; and (3) cost of State advisory committees on day care services for children, including expenses of members in attending meetings, supportive staff, and other technical assistance.
Stipulates that public funds and donated private funds for services may be considered as State funds in claiming Federal reimbursement if specified conditions are met.
