States that the purpose of this joint resolution is to provide hearings for farmers, local officials, and other concerned citizens in any county where a reduction in the level of farm services is anticipated.
Prohibits the Secretary of Agriculture or any other officer or employee of the executive branch of the Federal Government from reducing the services provided by any office of the Farmer's Home Administration, the Agricultural Stabilization and Conservation Service, or the Soil Conservation Service, during the period beginning January 1, 1976, and ending December 31, 1977, unless (1) a proposed plan for reducing services has been formulated and published, and (2) a hearing has been conducted in each county in the State in which Services would be reduced under the plan, and farmers in each such county have been afforded an opportunity for oral and written representation of their views.
Excepts specified reductions in services from the requirements of this resolution.
