Revises the Federal Voting Assistance Act to require the Postal Service to deliver absentee ballots, mailed by active members of the Armed Services and by citizens outside the territorial limits of the U.S., whether or not such ballots are mailed with sufficient postage. Allows the Postal Service to collect any postage due from the person executing such ballot.
