Provides for increases in appropriation ceilings in the following units of the National Park System; (1) Arches National Park, Utah ($125,000 to $275,000), (2) Capital Reef National Park, Utah ($423,000 to $2,173,000), (3) Mesa Verde National Park, Colorado ($125,000 to $193,233), (4) North Cascades National Park and Lake Chelan National Recreation Area, Washington ($3,500,000 to $4,500,000), and (5) Scotts Bluff National Monument, Nebraska ($15,000 to $145,000).
