Requires the Secretary of Health, Education, and Welfare, under the Social Security Act, to refer to the appropriate State agency administering the State plan for vocational rehabilitation services or rehabilitation services (for those less than 16 years of age), those individuals under 65 who are receiving benefits under title XVI (Grants to States for the Aged, Blind, or Disabled) of such Act.
Provides for a quarterly review of each individual's disability, as well as his need for and utilization of such services. Directs the Secretary to promulgate specified criteria for approval of State plans for rehabilitation services. States that an individual cannot be eligible for such assistance upon refusal, without good faith, to accept rehabilitation services.
Authorizes the Secretary to pay to the State agency administering services the costs incurred. Requires the Secretary, within 120 days of this Act's effective date, to promulgate criteria for the determination of disability in the cases of those under age 16.
