A bill to amend title XX of the Social Security Act to require more expeditious certification of children for day care services under State social services programs so as to assure that eligible children who are only temporarily covered by such program (particularly children of migrant workers) may qualify for such services in time to receive them.

Amends title XX (Grant to States for Services) of the Social Security Act to require States which provide child day care services as part of a federally-aided program of social services to provide for the expedited determination of eligibility for such day care services in the case of children of transient parents, especially children of migrant agricultural workers.

Requires the States to establish procedures for the waiver of eligibility criteria regarding the children of migrant workers under specified circumstances.
