Directs the Secretary of Health, Education, and Welfare, under Title XVI (Supplemental Security Income) of the Social Security Act, to require the referral of disabled children under the age of 16 who are receiving supplemental security income benefits to appropriate State rehabilitation services agencies.
Directs the Secretary to prescribe criteria for State plans for the offering of comprehensive rehabilitative services to such children.
States that such services shall include counseling for disabled children and their families, and the provision to disabled children under the age of six of preparation to take advantage of public educational facilities.
States that no individual who refuses, without good faith, to accept rehabilitation services provided pursuant to this Act shall be eligible for supplemental security income benefits.
