A bill to amend title 39, United States Code, to provide that the Postal Service may not close any post office serving a rural area or a small community or town unless such closing is approved by the Congress.

Directs the United States Postal Service to transmit a statement to each House of Congress explaining the reasons for any proposed closing of a post office which serves a rural area or small community. Requires approval by either House of Congress before any such closing may become effective.
