Authorizes appropriations under the Federal Insecticide, Fungicide, and Rodenticide Act of $19,735,100 for the six month period of April 1, 1977, through September 30, 1977.
Declares that any environmental rule or regulations issued by any Federal department or agency under the Act may be disapproved by either House of Congress within 60 days after adoption of such rule or regulation.
