Increases from 50 to 60 percent the percentage of funds available to States for research and training programs in vocational education under the Vocational Education Act of 1963 which may be used by State boards for authorized programs under such Act. Requires that at least ten percent of such funds be used for programs to coordinate research and development with the specific short-and long-term labor needs of the State.
Prohibits the Commissioner of Education from making payments to States for such research and training unless the State plan submitted pursuant to such Act meets the short-and long-term labor needs of that State.
