Establishes a Commission on Security and Cooperation in Europe.
Authorizes and directs the Commission to monitor the acts of the signatories to the Final Act of the Conference on Security and Cooperation in Europe (Helsinki Agreement) with respect to their compliance with the articles of such Act, particularly with regard to the provisions relating to cooperation in humanitarian fields.
Stipulates that the Commission shall be composed of four Members of the House of Representatives, four Senators, and one member each of the Departments of State, Defense, and Commerce, as appointed by the President.
