Amends the District of Columbia Code to prohibit pretrial release of anyone charged with murder in the first or second degree (formerly such release was prohibited only in capital cases). Extends from 60 to 90 days the time allowed for completion of pretrial detention procedures. Allows judicial officers to detain for ten days (formerly five) any person appearing for a bail determination if such person is currently on probation, parole, or mandatory release pending completion of sentence for any Federal or State offense and if there is a danger that such person may flee or pose a danger to any other person or the community if released.
