Prohibits any agreement between a municipality and the Secretary of the Treasury, with respect to withholding of city taxes from the pay of Federal employees, from reporting to the city the name, address, or other identifying particular, or pay, if such release is ordered by a United States district court pursuant to a criminal investigation.
