Stipulates that the hourly overtime pay rate for employees of the Department of Agriculture, Animal and Plant Health Inspection Service, who occupy nonmanagerial positions at GS-14 or under shall be one and one-half times the hourly rate of basic pay regardless of pay level. Excepts such personnel from limitations on premium pay.
