Repeals the prohibition against the sale of remains of free-roaming wild horses and burros destroyed to control their population.
Authorizes the Secretary of the Interior through the Bureau of Land Management or the Secretary of Agriculture through the Forest Service to enter into contracts for the sale of free-roaming wild horses and burros under population control programs. Requires humane care and treatment of such animals.
Authorizes the appropriate Secretary to utilize aircraft or motor vehicles in administration of the population control program.
