Directs the Secretary of Agriculture to formulate five-year goals in specified areas of rural development and to include a detailed accounting of the progress made and anticipated in meeting such goals in an annual report to Congress.
Requires in such report an analysis of the legislative, financial, institutional and other capabilities and constraints which are relevant to meeting such goals.
Requires the appointment of a new Assistant Secretary of Agriculture for Rural Development within 60 days if a vacancy should occur in such position.
