States that the expenditures made for the purpose of arranging or conducting any nationally televised debate between the candidates of any major party for the office of President during the period beginning on the date of enactment of this Act and ending November 2, 1976, shall not be considered an expenditure or contribution for purposes of the Federal Election Campaign Act of 1971.
