Amends the Clayton Act to expand the definition of the term, "purchaser" as it relates to the prohibition against price discrimination between purchasers in transactions where commodities are sold for resale.
States that the term "purchaser" shall include any person who receives a commodity for resale from an affiliate. Defines the term, "affiliate" as any person who directly or indirectly controls, is controlled by, or is under common control or ownership with any other person as determined by the Federal Trade Commission by rule. Directs the Commission to promulgate such rules no later than six months after the enactment of this Act.
