Requires the President to attend quarterly joint sessions of Congress for the purpose of answering questions of Members relating to the duties of the President. Requires the Speaker of the House of Representatives to preside over such joint sessions, and to provide equal opportunity for Members of each political party to be recognized for the purpose of putting questions to the President.
