Extends the term of licenses granted for the operation of a broadcasting station under the Communications Act of 1934 to five years.
Provides that the Federal Communications Commission may not consider any other application for a license to operate a broadcasting station until it has determined whether or not the renewal application for such station is in the public interest, convenience, and necessity.
