A bill to amend the Communications Act of 1934 to establish orderly procedures for the consideration of applicants for renewal of broadcast licenses.

Extends the term of licenses granted for the operation of a broadcasting station under the Communications Act of 1934 to five years.

Provides that the Federal Communications Commission may not consider any other application for a license to operate a broadcasting station until it has determined whether or not the renewal application for such station is in the public interest, convenience, and necessity.
