Requires that the heads of Federal agencies make payments to owners of small businesses who are displaced from their place of business as a result of Federal or federally assisted programs. States that such payment shall be the amount necessary, up to $4,000, to enable such displaced person to lease, rent, or make a downpayment on a decent, safe, and sanitary place of business.
Stipulates that in the case of a downpayment exceeding $2,000, the displaced person must equally match any amount over $2,000 in making the payment.
