A bill to amend title 5, United States Code, to provide for the establishment of a Special Cost-of-Living Pay Schedule containing increased pay rates for Federal employees in heavily populated cities and metropolitan areas to offset the increased cost of living.

Directs the Civil Service Commission to establish a Special Cost-of-Living Pay Schedule containing increased pay rates for Federal employees in heavily populated cities and metropolitan areas in order to offset the increased cost of living.

Authorizes the Commission to revise such schedule from time to time, with Presidential approval.
